Infrastructure

Planned for the Long Term

Dubai continues to invest in roads, public transport, utilities and public space. The Dubai 2040 Urban Master Plan, announced in 2021, sets out a long-term framework for how the emirate’s communities, green spaces and transport links are expected to grow.

Developer Payment Plans

Many off-plan projects are sold with staged payment plans linked to dates or construction milestones. Terms vary by developer and project and are confirmed in each sale agreement.

Understanding Off-Plan

What Buying Off-Plan Means.

Buying off-plan means purchasing a property from a developer before it is built — sometimes at launch, sometimes while construction is under way. Instead of paying the full price at once, buyers typically follow a payment plan spread over the construction period, with a balance due at or after handover.

Off-plan purchases can offer access to new developments and structured payment terms, but they also require patience, careful reading of the contract and a clear understanding of the risks.

  1. A typical off-plan journey
  2. Reservation

You select a unit and reserve it with the developer, usually by signing a reservation form and paying an initial amount.

  3. Sale and Purchase Agreement

The developer issues the sale and purchase agreement (SPA), setting out the unit, price, payment schedule, specifications and expected completion.

  4. Registration

Off-plan sales in Dubai are registered with the Dubai Land Department, through its interim registration system known as Oqood. Registration fees and other costs apply.

  5. Staged Payments

Instalments are made according to the payment plan. Under Dubai Law No. 8 of 2007, buyers’ payments for off-plan projects are made into a project escrow account.

  6. Completion and Handover

When construction is complete and the remaining balance is settled, the unit is handed over and title is issued in the buyer’s name.

  7. Every project differs. The steps, costs and timelines that apply to a purchase are set out in the developer’s documentation and the sale and purchase agreement.

Important Considerations

Understanding the Risks.

Like any property purchase, off-plan investment carries risk. We believe these should be discussed openly before any decision is made.

Construction and delivery
Projects can be delayed, and completion dates are estimates rather than guarantees.
Completion risk
In rare cases a project may be significantly delayed, changed or not completed as planned.
Market risk
Property values and rental levels can fall as well as rise, and future performance is never assured.
Specification changes
Final layouts, finishes or amenities may differ from marketing materials, within the terms of the SPA.
Payment obligations
Buyers must meet each instalment on schedule; missed payments can carry penalties under the agreement.
Liquidity and resale
Reselling before completion may be restricted by the developer or subject to conditions and fees.
Financing and currency
Mortgage availability, interest rates and exchange-rate movements can affect overall cost.
Regulation and tax
Laws, fees, residency rules and tax treatment can change, and depend on your personal circumstances.

Residency, visa and tax rules connected to property ownership are set by UAE and home-country authorities and change from time to time.
